Nationwide, roughly 1 in 10 students qualifying for special education are also Limited English Proficient (LEP). There is a clear over representation of ELLs in special education, and teachers are overwhelmed as well. Because it is now solely up to them to determine why a child is struggling, when they cannot speak the child's native language either. How can educators decide if a child struggles due to a processing delay, or if they simply don't understand English?
